Harry Potter and the Order of the Phoenix follows Harry and Dumbledore as they face warnings about Lord Voldemort's return. As they scoff at these warnings, Harry and Dumbledore are targeted by the Wizard authorities. The Wizard authorities are depicted as an authoritarian bureaucrat slowly seizing power at Hogwarts.
